Background Clearance Information for YOBC Liaisons

How to obtain required background clearances:

Recent changes in Pennsylvania State law require the following two background checks for volunteers who directly / regularly supervise children. As of July 25, 2015, the fees for these checks are waived for volunteers. YOBC is required by law to maintain copies of the required clearances. Please use the links below to access and submit the online forms for these clearances.

Note: If you already have the required clearances, all you have to do is mail/email copies to Colleen Sweetsir.

Required Clearances (2):

1-Child Abuse:

Child Abuse History Clearance Online
Create an account and submit your clearance application online. You will receive you immediate access to your results or the status of your results if your results cannot be processed immediately.

2-PA Criminal History:

Applicants can also go to the Pennsylvania Access To Criminal History website and apply for their criminal record check online with the Pennsylvania State Police.

Additional Clearance for volunteers who have not resided in Pennsylvania continuously for the past 10 years:

FBI Fingerprint Background Clearance are required only for volunteers who have not resided in Pennsylvania continuously for the past 10 years. The cost for this clearance is $27.50 and will be reimbursed to you by YOBC.

The Pennsylvania Department of Human Services utilizes Cogent Systems to process fingerprint based FBI criminal background checks. This is a two-step process. You register online and then visit a location near you to have the fingerprinting done. Lists of locations are available online at the Cogent ID Web page. Please use this to apply for this clearance. Instructions and information can be found under the Registration heading at the top right of the page.
